CHAPTER SIXTEEN

JOB DESCRIPTIONS

 

 

16.1  As with the active Air Force, responsibilities and duties increase with rank.  Each cadet is expected to prepare for assuming additional responsibility and higher positions.  The following job descriptions outline the major duties of each leadership position contained in the UMD.

 

16.1.1 New Positions will be added to the current list. Each New Department will include an officer position.

 

16.1.2 The Cadet Operations Group Commander (COGp/CC) is responsible for:

 

16.1.2.1           Command and control of the Group using the staff and subordinate commanders.

 

16.1.2.2           The appearance, discipline, effectiveness of training, and conduct of the Cadet

                        Operations Group.

 

16.1.2.3           Ensuring all members of the Group have the opportunity to develop leadership

                         commensurate with their individual abilities.

 

16.1.2.4           Convening cadet boards as required.

 

16.1.2.5            Coordinating with the Aerospace Science Instructors in the conduct of leadership

                         training.

 

16.1.2.6           Administering Group activities according to Air Force principles and procedures.

 

16.1.2.7           Following-up on delegated actions from staff meetings (see chapter 20).

 

16.1.3 The Cadet Operations Group Deputy Commander (COGp/CD) is responsible for:

 

16.1.3.1           Command of the Group in the absence of the Cadet Group Commander.

 

16.1.3.2           Ensuring all Cadet Operations Group activities are conducted in accordance with

                        current Air Force, AETC, AFROTC, and Group regulations, directives, policies, and

                        procedures.

 

16.1.3.3           Establishing goals to be met by the COGp.

 

16.1.3.4           Inspecting and evaluating all staff functions.

 

16.1.3.5           Supervising the Cadet Group staff.

 

16.1.3.6           Performing other duties as assigned by the COGp/CC.

 

16.1.3.7           Presiding over cadet boards as required.

 

16.1.3.8           Preparing and coordinating agendas for weekly staff meeting with SASI no later than

                        one full day prior to scheduled staff meeting (see chapter 20).

 

16.1.3.9           Keeping the Cadet Group Commander informed of all activities.

 

16.1.3.10         Keeping track of attendance and tardies (any cadet more than 5 minutes late to a staff

                        meeting is considered absent) at Staff Meetings and provides the information to the

                        SASI for appropriate RBI (see Chap 22) action.

 

16.1.4 The Cadet Executive Officer is responsible for:

 

16.1.4.1           Serving as the personal assistant to the Cadet Group Commander/Deputy.  He/She will help the above in the typing of documents or other jobs asked of by the above.

 

16.1.4.2           The Executive Officer will maintain an activity schedule.

 

16.1.4.3           The Executive Officer will prepare the staff meeting agenda and minutes.

 

16.1.4.4           The Cadet Executive Officer will keep the Bulletin Board current with up-to-date information and pictures.

 

16.1.5 The Cadet Special Assistant (COGp/SA) is responsible for:

 

16.1.5.1           All duties assigned by the SASI.  This is a fourth‑year cadet who has rotated from

                        the position of Group commander.  The Special Assistant will:

 

16.1.5.2           Help the Group Commander as needed

 

16.1.5.3           Maintain the rank he/she had as Group Commander

           

16.1.6 The Cadet Academics Officer (COGp/AC) is responsible for:

 

16.1.6.1           Working closely with the SASI and ASI and is responsible for the coordination of

                         AFJROTC activities pertaining to academics during the school year. The Academics

                         Officer is also responsible for:

 

16.1.6.2           Arranging tutoring sessions for cadets with academic difficulties.

 

16.1.6.3           Leading the unit Kitty Hawk society in all Kitty Hawk activities.

 

 

16.1.6.4           Obtaining and maintaining materials for cadets desiring college/university

                         information.

 

16.1.6.5           Performing other duties as assigned by the COGp/CC.

 

 

 

16.1.7 The Cadet Data Automations Officer (COGp/DA) is responsible for:

 

16.1.7.1           Working closely with the SASI and ASI and is responsible for the coordinating all AFJROTC cadet computer requirements. 

 

16.1.7.2           He/she is also responsible and should be knowledgeable of computer functions and operations. 

 

16.1.7.3           Their knowledge should be used to train other responsible officers in the proper use of the computer in such detail that they will be able to provide the proper information on it’s use to their specialists. 

 

16.1.7.4           There should be at least two (2) operable computers with at least one printer available for cadet use during the school year. 

 

16.1.7.5 The Cadet Data Automations Officer is also responsible for:

 

16.1.7.6           Loading software as needed on unit computers and keeping track of all

                        equipment/software.

 

16.1.7.7           Preparing training for cadets who will use unit computer equipment, maintaining and keeping a list of trained cadets.

 

16.1.7.8           Making periodic evaluations of unit equipment to ensure their integrity and proper

                         functioning. Identifying problems to the SASI or ASI for corrective action.

 

16.1.7.9           Making recommendations for new equipment/software acquisition to the SASI or

                        ASI.

 

16.1.7.10         Following established USAF computer equipment guidelines.

 

16.1.7.11         Following established MVISD computer/internet use agreements.

 

16.1.7.12         Managing/Supervising the unit web site. (Web Master does not have to be the DA Officer, but can be appointed and supervised by the DA Officer.)

 

16.1.7.13         Establishing the Units Computer Users Guidlines

 

16.1.7.14         Performing other duties as assigned by the COGp/CC.

 

16.1.8 The Cadet Community Service Officer (COGp/HC) is responsible for:

 

16.1.8.1           Working closely with the SASI and ASI and is responsible for the coordination of

                        AFJROTC activities pertaining to charities during the school year. There should be

                        at least three (3) public/community service events as a minimum per semester. The

                       

16.1.8.2 The Cadet Chaplain is also responsible for:

 

16.1.8.3           Morale and welfare of Group members and recommending solutions to problems

                        concerning morale and welfare issues to the COGp/CC.

 

16.1.8.4           Delivering inspirational service as required for Dining‑Ins (or outs), and other Group

                        activities.

 

16.1.8.5           Working with the Adopt-A-Highway Organization to coordinate the Six Weeks Trash pick-ups

 

16.1.8.6           Performing other duties as assigned by the COGp/CC.

 

16.1.9 The Cadet Safety Officer (COGp/SE) is responsible for:

 

16.1.9.1           Conducting weekly safety inspections of all Group facilities.

 

16.1.9.2           Reporting all safety violations/findings to the COGp/CC and the ASI and providing

                        recommended solutions/repairs.  Copies will be forwarded to appropriate school

                        officials.

 

16.1.9.3           Follow-up on safety violations/corrective actions.

 

16.1.10 The Cadet Senior Enlisted Advisor (COGp/SEA) is responsible for:

 

16.1.10.1         Providing recommendations to the COGp/CC based on inputs from enlisted cadets. 

                        Acts as liaison between the Group and Group Staff.

 

16.1.10.2         Holding periodic Cadet NCO staff meetings to ensure proper support of the Cadet

                        Group Commander.

 

16.1.10.3         Directly supporting the instructors in the planning/coordinating of leadership/fund

                        raising activities.

 

16.1.10.4         Performing other duties as assigned by the COGp/CC.

 

16.1.11 The Cadet Operations Support Squadron Commander (COSSq/CC) is responsible for:

 

16.1.11.1         Ensuring that training, standardization, and drill and ceremonies are conducted

                        properly.

 

16.1.11.2         Establishing goals to be met by the COSSq.

 

16.1.11.3         Inspecting/evaluating all COSSq staff functions.

 

16.1.11.4         Preparing weekly operations orders.

 

16.1.11.5         Ensuring training goals are met by each cadet.

 

16.1.11.6         Performing other duties as assigned by the COGp/CC.

 

16.1.12 The Cadet Operations Officer (COSSq/DO) is responsible for:

 

16.1.12.1         Assisting in planning, coordinating and maintaining records of all AFJROTC Co

                        /extracurricular activities (participation at football games, parades, picnic, Group

                        photo, Dining-In, etc.), with other school organizations.

 

16.1.12.2         Assisting the SASI in scheduling cadets for base visits and similar activities.

 

16.1.12.3         Keeping instructors/cadets informed of all activities, participation statistics to be

                        published after each event.

 

16.1.13 The Cadet Personnel Officer (COSSq/DP) is responsible for:

 

16.1.13.1         Maintaining cadet personnel records following guidelines established by the

                        COSSq/CC.

 

16.1.13.2         Maintaining the Group organizational chart and unit manning document (UMD)

                        current with correct names, ranks, etc.

 

16.1.13.3         Publishing a cadet directory.

 

16.1.13.4         Filing all documentation in cadet records or other internal information media.

 

16.1.13.5         Serving on cadet boards as necessary.

 

16.1.13.6         Performing other duties as assigned by the COSSq/CC.

 

16.1.14 The Cadet Financial Management Officer (COSSq/FM) is responsible for:

 

16.1.14.1         Controlling all cadet financial transactions.

 

16.1.14.2         Maintaining accurate, descriptive, and up‑to‑date records of all financial

                        transactions.

 

16.1.14.3         Presenting a weekly audit report to the cadet staff and COC.

 

16.1.14.4         Preparing budget projections for successive weeks and terms (as needed).

 

16.1.14.5         Ensuring all checks are issued in accordance with policies established by MVISD

                        and the COSSq/CC.

 

16.1.14.6         Signing or initialing all checks requests payable from Group funds.

 

 

16.1.14.7         Assisting instructors and the cadet staff in planning, organizing, controlling and

                        coordinating unit fund drives.

 

16.1.14.8         Performing other duties as assigned by the COSSq/CC.

 

16.1.15 The Cadet Information Management Officer (COSSq/IM) is responsible for:

 

16.1.15.1         Writing and posting weekly staff meeting minutes.

 

16.1.15.2         Maintaining the Group administrative files in accordance with policies and

                        procedures established by the COSSq/CC.

 

16.1.15.3         Maintaining the bulletin boards, and posting current and correct Group

                        correspondence, leadership training, and special function notices.

 

16.1.15.4         Maintaining the Group continuity files and the Cadet Offices (i.e. keep the offices

                        clean).  NOTE: the IM is not the Group custodian and is not supposed to clean the

                        offices he/she will schedule cadets to clean AFJROTC rooms.

 

16.1.15.5         Maintaining and updating all cadet regulations.

 

16.1.15.6         Performing other duties as assigned by the COSSq/CC.

 

16.1.16 The Cadet Inspector General is responsible for:

 

16.1.16.1         Inspecting the efficiency, organization, and operation of the corps.  He/She will also

                         be held accountable for keeping all JROTC property in good condition and

                        accounted for.

 

16.1.16.2         The C/ IG will ensure all officers are up to date on information and are to task.  Any

                        officers that are not will be reported to the group commander and /or the SASI/ASI.

 

16.1.16.3         The C/ IG will keep track of all AFJROTC property through  the logistics officer and

                        safety officer.  This means all uniform items need to be recorded and the JROTC

                        rooms kept clean if any question arise about or of the c/handbook the IG should

                        readily know the answer.

 

16.1.17 The Cadet Visual Information Officer is responsible for:

 

16.1.17.1         All photography at all AFJROTC events including but not limited to, Military

                        Ball, Awards Ceremony, Drill Team meets, Special Color-guards,

                        Pass-and-Review, ect. Photography includes cameras, (digital and mechanical)

                        and pictures (still or taped).

 

16.1.17.2         Preparing an entry for the AFJROTC Video Contest

 

16.1.17.3         Working with the Data Automations Officer to keep current pictures on the Web

                        Page.

16.1.17.4         Working with the Executive Officer to keep the Bulletin Board current with pictures.

 

 

16.1.18 The Cadet Logistics Officer (COSSq/LG) is responsible for:

 

16.1.18.1         Assisting the Military Property Custodian (MPC) with the receipt, issue, and

                        accountability of all items of uniform, equipment, and supplies for operating the

                        Cadet Group.

 

16.1.18.2         Assisting the MPC in maintaining cadet supply records.

 

16.1.183          Organizing and supervising the maintenance, repair and cleaning of AFJROTC

                        facilities, uniforms, supplies and equipment. (Exception: The Cadet Offices – see

                        Information Officer).

 

16.1.18.4         Assisting instructors with inventories as directed.

 

16.1.18.5         Maintaining an inventory of on‑hand supplies for the Group.

 

16.1.18.5         Providing guidance to the cadet staff on proper supply discipline.  Coordinating, in

                        writing, the requirements of the Group with the cadre supply representative and

                        distributing supplies to functional areas in the Group.

 

16.1.18.6         Performing other duties as assigned by the COSSq/CC.

 

16.1.19  The Cadet Public Affairs Officer (COSSq/PA) is responsible for:

 

16.1.19.1         Coordinating all AFJROTC publicity with the SASI.

 

16.1.19.2         Coordinating with the school newspaper/yearbook staffs regarding AFJROTC

                        publicity.

 

16.1.19.3         Preparing appropriate AFJROTC publicity for the following:

 

                        The local public.

                        The school public (students, teachers)

                        The national public (Air Force Times, Air Force Magazine, etc.).

           

16.1.19.4         Arranging for a cadet photographer (using the Group camera) to be present at each

                        AFJROTC activity.  (This includes having a roster of trained photographers available

                        and coordination with the SASI and FM on camera/film availability).

 

16.1.19.5         Responsible for providing a cadet, when needed to operate the video

                        camcorder/camera at activities/events such as games, drill meets, parades,

                        fundraisers, field trips, etc.

 

16.1.19.5         Publishing a Group newspaper at least six times a year (once each 6-week term).

 

16.1.19.7         Serve as liaison officer between the Cadet Group and the AFJROTC Booster Club.

 

16.1.19.8         Performing other duties as assigned by the COSSq/CC.

 

 

16.1.20 The Cadet Awareness Presentation Commander is responsible for:

 

16.1.20.1         Working jointly with the Public Affairs Officer,

 

16.1.20.2         keeping an Awareness Presentation Team available for use at all times. The teams

                        should be kept informed of subjects such as but not limited to, Drug Awareness,

                        Alcohol, Tobacco, JROTC Recruiting, Future Education Development, and Military

                        Careers.

 

16.1.20.3         Keeping track of which Cadets have received the APT Badge and those who have

                        earned it but have not received it yet.

 

16.1.20.4         Serving as the Cadet Operations Group briefing Team Commander.

 

16.1.21 The Cadet Operations Squadron Commander (COSq/CC) is responsible for:

 

16.1.21.1         Overseeing the flight commanders.

 

16.1.21.2         Relaying information from the Cadet Operations Group Commander to the flight

                        commanders.

 

16.1.21.3         The appearance, discipline and training of their units.

 

16.1.21.4         Assisting the instructors in the conduct of leadership.

 

16.1.21.5         Performing other duties as assigned by the COGp/CC.

 

16.1.22 The Cadet Flight Commander (Flt/CC) is responsible for:

 

16.1.22.1         Maintaining the appearance, discipline, efficiency, training, and conduct of the flight

                        during leadership training and in the academic classroom.

 

16.1.22.2         Planning and coordinating activities within the flight.

 

16.1.22.3         Advising the instructors on matters pertaining to the cadet flights.

 

16.1.22.4         Leading and directing the cadet flight at all cadet formations.

 

16.l.22.5          Advising the Cadet Squadron Commander of discipline or other problems within the

                        flight.

 

16.1.22.6         Recommending the top cadets within the flight for awards and recognition to the

                        COSq/CC.

 

16.1.22.7         Performing other duties as assigned by the COSq/CC.

 

 

 

16.1.23 Cadet Flight Sergeants are responsible for:

 

16.1.23.1         Forming flight cadets for leadership training.

 

16.1.23.2         Preparing the cadet flight for personal inspection.

 

16.1.23.3         Assisting the cadet Flight Commander as required.

 

16.1.23.4         Serving as cadet Flight Commander when required.

 

16.1.23.5         Assisting in the training of cadets.

 

16.1.24 Cadet Element Leaders are responsible for:

 

16.1.24.1         Leading the cadet element in the classroom and during leadership training.

 

16.1.24.2         Assisting the cadet flight commander and flight sergeant.

 

16.1.25 The Cadet Services Squadron Commander (CSVSq/CC) is responsible for:

 

16.1.25.1         Ensuring a high level of morale and esprit-de-corps is maintained within the Group.

 

16.1.25.2         Promoting high levels of physical fitness within the Group.

 

16.1.25.3         The appearance, discipline and training of their units.

 

16.1.25.4         Assisting the instructors in the conduct of leadership training.

 

16.1.25.5         Performing other duties as assigned by the COGp/CC.

 

16.1.26 The Cadet Rocket Club/Team Commander is responsible for:

 

16.1.26.1         Overseeing all Model Rocket Launches. The RC Commander will also keep track of the finances and equipment associated with Model Rocketry.

 

16.1.26.2         The RC Commander will be responsible for keeping track of which Cadets have

                        and need their Rocket Badge.

 

16.1.26.3         The RC Commander is responsible for Rocket Training and Safety.

 

16.1.26.4         Commanding the Model Rocketry Team at Rocket Competitions

 

16.1.26.5         Working with the SASI/ASI to coordinate the Medina Valley Cornfield Rocket Meet

 

 

 

16.1.27  The Cadet Color Guard Commander (CSVSq/CG) is responsible for:

 

16.1.27.1         Commanding the cadet color guard teams.

 

16.1.27.2         Training the color guard teams in basic and exhibition drill maneuvers.

 

16.1.27.3         Leading the cadet color guard in ceremonial functions.

 

16.1.27.4         Commanding the color guard in competition.

 

16.1.27.5         Planning and coordinating all Color Guard participation in parades and ceremonies.

 

16.1.27.6         Providing instruction and supervision for all retreat and flag raising ceremonies.

 

16.1.27.7         Insuring all color guard team members follow rules and are good ambassadors of

                        Medina Valley High School in conduct and appearance during daily practice,

                        ceremonies and at competitions.

 

16.1.27.8         Ensuring the care and proper use of color guard team equipment.

 

16.1.27.9         Appointing a Flag Detail Commander, and monitoring him/her.

 

16.1.27.9         Performing other duties as assigned by the CSVSq/CC.

 

16.1.28 The Cadet Drill Team Commander (CSVSq/DT) is responsible for:

 

16.1.28.1         Commanding the cadet Drill Team.

 

16.1.28.2         Training the cadet Drill Team in basic and exhibition drill maneuvers.

 

16.1.28.3         Leading the cadet Drill Team in ceremonial functions.

 

16.1.284          Commanding the Drill Team in competition.

 

16.1.28.5         Planning and coordinating all Drill Team participation in parades and ceremonies.

 

16.1.28.6         Ensuring all drill team members follow rules and are good ambassadors of Medina

                        Valley High School in conduct and appearance during daily practice and at drill

                        competitions.

 

16.1.28.7         Ensuring the care and proper use of drill team equipment.

 

16.1.28.8         Performing other duties as assigned by the CSVSq/CC.

 

16.1.29 The Cadet Athletics NCOIC (CSVSq/PT) is responsible for:

 

16.1.29.1         Operating a voluntary cadet physical fitness program including supervising

                        stretching exercises prior to any physical activity.

 

16.1.29.2         Ensure all cadets are afforded an opportunity to earn their Physical Fitness Ribbon by

                        holding Physical Fitness Testing with appropriate make up days at least twice each

                        school year (once each semester, preferably during the 3rd and 6th terms).

 

16.1.29.3         Posting current health awareness information on the athletic bulletin.

 

16.1.29.4         Performing other duties as assigned by the CSVSq/CC.

 

16.1.30 The Cadet Special Projects Officer (CSVSQ/SP) is responsible for:

 

16.1.30.1         The planning, coordinating, and execution of all Group special activities – including

                        field trips.

 

16.1.30.2         Submitting after‑action reports on all special projects.

 

16.1.30.3         Performing other duties as assigned by the CSVSq/CC.

 

16.1.31 The Cadet Recruiting Officer is responsible for:

                       

16.1.31.1         Working closely with MVMS (Medina Valley Middle School) to recruit as many

                        Quality Cadets as possible into the Medina Valley High School Texas 20009th

                        AFJROTC Program. The Recruiting Officer should coordinate with the Visual

                        Information Officer for Posters and the APT Commander for special talks with

                        the MVMS students.

 

16.1.32 The Cadet Historian is responsible for:

 

16.1.32.1         Keeping a record of CORPS events.

 

 

16.1.32.2         Maintaining the unit scrapbook, history, or other records reflecting the

                        accomplishments and activities of the Cadet Operations Group, including clipping

                        and filing excerpts from local news print media and the MVHS daily

                        announcements.

 

16.1.32.3         Working with the Cadet Personal Officer to keep a record of Awards Earned, (who,

                        which award, when).

 

16.1.32.4         Publishing the Corps Monthly/Weekly (weekly is optional) Newspaper.

 

16.1.33 The Cadet Maintenance Officer is responsible for:

 

16.1.33.1         Fixing all equipment reported as broken or unusable by the Cadet Safety Officer.

 

16.1.33.2         Informing the SASI of equipment necessary to maintain all equipment.
